A Second Home in the Mountains (or a Place to Land Later)
Yes, you can own a home in the Asheville area while you keep your Florida house, and plenty of people do exactly that. The part that trips people up is the plan for the months you aren't here, because inside Asheville city limits you generally can't run a whole-house Airbnb. So build the plan on the rules that exist, and this page walks you through them: the three ways people do this, what each one costs, and which of my detailed guides to read next.

The people I work with rarely arrive with the whole plan figured out, and that's fine. One retired couple from Michigan had more of it mapped than most: sell the house up north, live on their boat half the year and in a condo here the other half. They wanted that condo near Hendersonville or Asheville, detached or an end unit with nobody overhead, and nothing brand new. They booked a week in Flat Rock in late October to tour and came away liking three listings. Start with how you'll use the place, the way they did, and the loan, the insurance and the rental rules follow from that.
This is general information, not legal, tax, or financial advice. Consult a North Carolina real estate attorney, a CPA familiar with both Florida and North Carolina, a licensed lender, and a licensed insurance agent about your situation.
Three ways people do this
Almost every second-home conversation I have lands in one of three buckets. Pick yours first, because the loan, the insurance and the rental rules follow from it.
1. The true second home. You use it yourself for part of the year: summers, fall color, the holidays. This is the simplest version. A Fannie Mae second-home loan can go to 90% loan-to-value (10% down) on a one-unit purchase (Eligibility Matrix, August 5, 2026). The catch is Fannie's definition: you must occupy it part of the year and have exclusive control, and it "must not be rental property or a timeshare arrangement." Many lenders want more down.
2. Buy now, rent it until you retire. You buy a few years before you move, and a tenant or guests cover part of the cost. This version has the most moving parts. Fannie Mae treats it as an investment property: 85% loan-to-value maximum (15% down) on the same matrix, with higher pricing. 3. Land later. You aren't ready to own two places, so you visit, rent here for a season, and buy when you know which town and which kind of house fit you. No loan rules, no rental rules, just time. The three-year runway plan lays this out quarter by quarter.
On a $500,000 purchase (about the Buncombe County median sale price in May 2026, per Redfin), the difference between paths 1 and 2 is $50,000 down versus $75,000 down before closing costs. Verify current prices with me; that figure moves monthly.
What you can rent, and where
The most important point on this page: rental rules change at the city or county line, and the City of Asheville is the strictest place in the region.

- City of Asheville. Whole-house rentals under 30 days (the city calls them short-term vacation rentals) are allowed only in the Resort zoning district and in lawfully grandfathered units (City of Asheville, page updated April 13, 2026). A homestay, where you rent one or two bedrooms of your own home, requires that you live there full time and are present the entire time guests stay (Asheville Code Sec. 7-16-1). A part-time owner can't meet that. Under the January 2026 rule that eased garage and shed conversions, short-term rentals and homestays are not allowed in those new accessory units (BPR, January 28, 2026).
- Unincorporated Buncombe County. Short-term rentals are generally allowed in most zoning districts, with a size cap cited at 9,000 square feet (BPR, January 31, 2024). Tighter proposals from 2023-24 were never adopted, and the county's STR committee work was put "on hold indefinitely" after Helene (Spectrum News, September 29, 2025). That could restart.
- Towns with their own rules. Woodfin and Brevard ban new short-term rentals in residential zones, with existing ones grandfathered. Madison County requires a Vacation Rental Certificate. Lake Lure requires a Vacation Rental Operating Permit and caps occupancy.
- Towns I couldn't confirm. For Black Mountain, Weaverville, Hendersonville, Henderson County, Waynesville and Maggie Valley, I could not confirm current ordinance text from a primary source. Confirm with the town.
Renting for 30 days or more is a different category. Asheville's short-term limits apply to stays under 30 days, so furnished monthly rentals are generally treated as ordinary residential use. Rent to the same person for 90 days or more and the stay is also exempt from sales and occupancy tax (UNC School of Government, April 28, 2014). Confirm zoning for the specific parcel either way.

The money, in round numbers (as of September 2026)

Purchase price. Redfin's median sale price for May 2026 (all residential) was $500,000 in Buncombe, $410,000 in Henderson, $406,000 in Haywood and $547,000 in Transylvania (a small sample). Verify current numbers with me; I can pull the latest Canopy MLS figures.
Property tax. North Carolina has no general homestead exemption, so a second home pays the full county rate plus any city rate. Combined 2026-27 rates per $100 of assessed value (county PDFs and town budgets, July 2026):

A wrinkle: Buncombe's 2026 bills use 2021 values because a state law froze the reappraisal until January 1, 2027. The Biltmore Beacon (July 14, 2026) reports those values are about 40% below market. So your first bill may look low, and it resets at the 2027 reappraisal. Budget for rate times purchase price. Stormwater and solid-waste fees aren't in these numbers.
Insurance. A home that isn't your primary residence, or that you rent out, is usually written on a dwelling policy (DP-1, 2 or 3) instead of a standard homeowners policy. NC's insurance commissioner settled dwelling rates at an average of +5% on October 1, 2026 and +5% on October 1, 2027 (NC DOI, April 22, 2026). Flood is always separate. For single-family homes outside the high-risk flood zone in Buncombe, the median NFIP policy cost was $798 a year for policies effective June 2025 through May 2026 (our own pull of FEMA's OpenFEMA data; use it as a benchmark, since your quote will differ). Get real quotes from a licensed agent.
Income tax, if you rent it. Renting out an NC house creates NC-source income, and a Florida resident with that income generally has to file an NC nonresident return (G.S. 105-153.8). NC's rate is a flat 3.99% for 2026. What you actually owe depends on your expenses and deductions, which is a CPA conversation.
Guest taxes, if you rent short term. In Buncombe, guests pay about 13%: 7% combined sales tax plus 6% room occupancy tax (NCDOR rates effective July 1, 2026; BPR, June 16, 2026). Airbnb says it collects these on its bookings (its stated practice as of 2019; check the platform's current terms). The owner is responsible for direct bookings.
Mountain homework Florida buyers don't expect
Buying on a hillside is different from buying on a canal, and Florida contracts rarely raise these items.

- Wells. No statute requires testing an existing well at sale (G.S. 87-97). Order your own test.
- Septic. No inspection is required at sale. Pull the county permit, which shows the permitted bedroom count (it caps legal occupancy if you ever rent), and hire a certified inspector.
- Roads. Public (NCDOT) or private? Private means shared costs for grading, culverts, snow and storm repair, so ask for a recorded road maintenance agreement. Private road and bridge repairs after Helene lag far behind public ones: 120 sites complete out of about 3,000 approved (NCLocal, September 24, 2026).
- Driveways. Look at a steep, north-facing driveway with January in mind.
- Slopes. Helene triggered 496 landslides with impacts in NC, more than the 358 recorded from 1990 to 2023, and only some counties have finished hazard maps (WUNC, January 9, 2026). On a steep lot, a geotechnical review is a reasonable ask.
- Broadband. Check the FCC National Broadband Map at the exact address.
- HOA rental rules. Read the declaration and every amendment. A 2024 NC Court of Appeals decision refused to enforce a later-added STR ban in an Asheville-area community, but it turned on those documents; covenants that restricted rentals from the start are generally enforceable.
Leaving it empty: the winter plan
A mountain house that sits empty in January needs a plan. The standard homeowners form (ISO HO 00 03) excludes freeze damage to plumbing unless you kept the heat on or shut off and drained the water. Many policies also limit coverage after 30 or 60 days of vacancy, depending on the form. Read your policy, and ask your agent how it defines "vacant" and "unoccupied."

Common safeguards: a freeze alarm, a leak sensor with an automatic shutoff valve, a thermostat you can check from Florida, and a local person who walks through on a schedule. North Carolina also added an expedited removal process for unauthorized occupants (squatters) on December 1, 2025 (UNC School of Government, December 10, 2025), which matters for any home that sits empty.

Keeping Florida as home base
If Florida stays your legal home, two rules matter most. First, Florida law says anyone receiving or claiming a residency-based property tax exemption or credit in another state isn't entitled to Florida homestead (F.S. 196.031(6)). Second, NC presumes you're a resident if you're here more than 183 days in a year (G.S. 105-153.3). That's a rebuttable presumption, and domicile is judged on all the facts, so day-counting alone won't settle it. Splitting the Year covers the questions to take to your CPA.
Helene and where you buy
Hurricane Helene (rain from September 25-28, 2024) was the worst flood in Asheville's recorded history. The damage concentrated in river and creek valleys and on steep slopes, and much of it landed outside FEMA's mapped flood zones. So check the specific house: flood maps, flood history, slope, access road. My guide Helene and Flood Risk shows you how, step by step.

Getting back and forth
Asheville Regional Airport (AVL) has nonstops to Florida on Allegiant to Fort Lauderdale, St. Pete-Clearwater, Orlando Sanford, Orlando International, Punta Gorda, Sarasota, West Palm Beach and Key West, plus Destin in summer. American flies to Miami. There's no nonstop to Tampa International or Jacksonville (flyavl.com, checked September 2026; routes change seasonally). Charlotte's airport is about 116 miles, roughly 2 hours 13 minutes without traffic.
Driving west toward Knoxville, I-40 through the Pigeon River Gorge is open but down to one lane each way, and NCDOT's current estimate for full completion is late 2029 (BPR, September 3, 2026). That date has slipped before.
Finding your people, even part time
Part-timers often worry they'll never feel like locals. You can plug in on a seasonal schedule. I play volleyball here, and a regular group is an easy way to meet people. The lesson carries over to part-timers: pick one thing and show up every time you're in town.

- Blue Ridge Pride holds its festival in Pack Square Park in late September; in 2026 it grew to two days (Asheville.com, September 25, 2026).
- Generation Plus, Blue Ridge Pride's program for LGBTQIA+ adults over 50, lost county funding after Helene (Mountain Xpress, May 23, 2025), so confirm its current schedule.
- The Asheville Gay Men's Chorus (auditioned), the Asheville Lesbian Social Club on Meetup (about 1,982 members as of September 2026) and Mountain Spirit MCC (Sundays, 10:30 am) are good on-ramps.

Asheville's nondiscrimination ordinance covers employment and public accommodations inside city limits, and Buncombe's covers the unincorporated county. Neither covers housing, and I found no local ordinances in the Henderson, Haywood, Madison or Transylvania towns (MAP, retrieved September 25, 2026). Details on my LGBTQ+ rights page.
The straight talk
- The Airbnb-pays-the-mortgage plan mostly doesn't work inside Asheville city limits. If rental income is part of your math, you're looking at unincorporated county land, a town that allows it, a grandfathered unit you've confirmed in writing, or 30-day-plus rentals.
- Rental dashboards aren't income. AirDNA's "Asheville" market averaged about $41,500 a year per listing (August 2026 data), and AirROI puts it near $33,000. The two vendors disagree, and AirDNA's big year-over-year jump is measured against the post-Helene slump.
- Two houses means two of everything. Tax bills, insurance policies, roofs, and people to call when something breaks.
- Buncombe tax bills are about to reset. The 2027 reappraisal is expected to move values toward market, and the rate set afterward is a local decision.
- An empty house needs managing. Frozen pipes and long vacancies are where policies get narrow.
- Protections thin out past the city line. If you fall for a house in a smaller town, know which local protections apply there.
Questions people ask
Can I Airbnb my second home in Asheville? Inside city limits, generally no. Whole-house rentals under 30 days are limited to the Resort district and grandfathered units, and a homestay requires you to live there full time. Unincorporated Buncombe and some towns differ, so get the parcel's zoning answer in writing before you buy.
How much do I need to put down on a mountain second home? Under Fannie Mae's August 2026 matrix, a one-unit second home can go to 90% loan-to-value (10% down) and an investment property to 85% (15% down). Lenders often ask for more. If you plan to rent, tell your lender up front.
Will owning a house in North Carolina cost me my Florida homestead? Florida's statute turns on claiming a residency-based tax benefit in another state, so ownership alone isn't the trigger it names. Renting out your Florida homestead has its own rules, and facts vary. Have a Florida CPA or attorney review your setup.
Do I have to pay North Carolina income tax on a second home? Only if it produces NC income, such as rent, or if you become an NC resident. Renting it out generally requires an NC nonresident return, and a CPA can tell you what that means for your numbers.
What should I check that I wouldn't check in Florida? Well water, the septic permit's bedroom count, whether the road is public or private, driveway grade in winter, landslide maps and broadband. Flood history too, which here follows creeks more than coastlines.
