Florida vs. North Carolina: What It Really Costs to Move
For most Florida couples, moving to the Asheville area costs less in insurance and more in taxes, and homeowners insurance is usually the biggest single savings. You'll pay North Carolina income tax on anything that isn't Social Security, a yearly tax on your cars, and 2% on groceries. Property tax is the wild card: the rates look familiar, but there's no Save Our Homes cap here and your values reset at each county reappraisal.

Below is every major line item with a date and a source, plus a worksheet for your own Florida bills. This is general information, not tax advice. A CPA who knows both states can run your actual numbers.
Before real estate I was a nutrition scientist (PhD at UF, postdoc at Harvard), so I like to see the numbers, and I respect anyone who wants them side by side. When Florida couples write to me, the insurance renewal and the HOA bill come up far more often than income tax, which is why those two lines get so much room below.
Income tax
Florida has no personal income tax. North Carolina has a flat rate: 4.25% for 2025 and 3.99% for 2026 (NCDOR). The state budget Gov. Stein signed on July 7, 2026 drops it to 3.49% for 2027, as reported by several outlets (we haven't checked it against the session law text yet). News summaries describe further cuts after that, but they disagree on dates, so I'm not quoting them yet.
What NC taxes and what it doesn't (NCDOR, accessed Sept. 25, 2026):
- Social Security: not taxed. IRA, 401(k), 403(b) and private pensions: taxed at the flat rate.
- Some government pensions are exempt under the Bailey settlement, but only if you had 5 or more years of creditable service by Aug. 12, 1989, in a covered plan (NC state and local plans, federal FERS and CSRS, military). It does not cover other states' pensions, including the Florida Retirement System.
- Military retirement is deductible if you served 20+ years or were medically retired.
- The standard deduction for married couples filing jointly is $25,500 (tax year 2025), with no extra amount for age 65+.
What that looks like for a married couple (2026 rates)
Assumes the standard deduction, no Bailey or military exclusion, and that Social Security is fully backed out.

So the new bill is roughly $1,000 to $5,000 a year for these couples. In the year you move, you'll file a part-year NC return, which is a CPA conversation.
On the ballot, Nov. 3, 2026: an NC constitutional amendment would lower the cap on the income tax rate from 7% to 3.5%. I'll update this page when results are certified.
Property tax
This is where Florida couples get surprised. The rates look similar. The rules are different.
How NC works. Your bill is the assessed value times the combined rate (county, plus city, plus a fire or school district where one applies). Buying a house does not reset its assessed value. Values change only at a county-wide reappraisal, which state law requires at least every 8 years.
The Buncombe freeze. Buncombe completed a 2026 reappraisal, then a state law (S.L. 2026-8) froze it until Jan. 1, 2027. So 2026 bills use 2021 values, which the Biltmore Beacon reported are about 40% below market (July 14, 2026). The county raised its rate to make up for it. Henderson County's next reappraisal is also 2027. Haywood's is planned for the 2027-28 budget year.
What that means for you: your first bill may look low. A more realistic planning number is the combined rate times your purchase price.
What a $550,000 home would pay at full value (2026-27 rates)
These assume the home is assessed at $550,000. Many aren't yet. Treat them as illustrations of a full-value bill at today's rates. Rates are set every June or July and reset at reappraisal, so none of these is a quote.

Stormwater and trash fees aren't included.
Most buyers won't qualify for senior relief. NC's elderly exclusion requires age 65+ and income at or below $38,800 for the 2026 tax year, counting both spouses' income, including Social Security. The circuit breaker requires 5 years of ownership, so new arrivals can't use it. The disabled veteran exclusion (first $45,000 of value, no income limit) is the one most likely to apply to buyers I work with.
What you give up in Florida
- Save Our Homes. Your homestead's assessed value can rise only 3% or CPI a year, whichever is lower (2.7% for 2026, Florida DOR).
- Portability. Up to $500,000 of that benefit can move to a new Florida homestead. It can't move to North Carolina.
- Homestead on a kept house. A Florida house you keep as a rental or second home loses homestead and is assessed at market value.
- The Nov. 3, 2026 ballot. Florida's Amendment 3 would raise the homestead exemption further if it gets 60%. North Carolina's "property tax levy limit" amendment would let lawmakers cap levy increases after reappraisals, with no percentage set yet.
Homeowners insurance
This is usually the biggest savings. Insurance.com's 2026 averages (Quadrant data, $300k dwelling, updated Sept. 15, 2026): Florida $8,471 a year, North Carolina $3,799. The NC average is pulled up by the coast.

North Carolina settled the Rate Bureau's last request at 7.5% in 2025 and 7.5% in 2026, with rates frozen through June 1, 2027. The mountains did better: the Buncombe/Henderson territory got 4.4% and 4.5%, and the Haywood/Madison/Transylvania territory got 0% both years (NCDOI, Jan. 17, 2025).
I can't promise you a premium. It depends on the house, the insurer and your claims history. Get quotes from a licensed agent before you make an offer, and ask how wind and hail are covered on the specific policy.
Flood insurance
Standard homeowners policies exclude flood, here and in Florida. Before Helene, fewer than 1% of Buncombe structures had flood insurance. Our own pull of FEMA's NFIP data (single-family policies, June 2025 to May 2026) shows these median yearly premiums:

These are medians. Your quote could be well above or below them: elevation, foundation and distance to water change the price a lot. New NFIP policies generally have a 30-day waiting period (a policy bought with a new mortgage at closing is the main exception), so timing is worth raising with your agent early. Condos and HOAs
After Surfside, Florida requires milestone structural inspections and Structural Integrity Reserve Studies (SIRS) for condo buildings three stories and up, and associations can no longer waive those reserves. Redfin reported Fort Lauderdale's median condo HOA fee rose 16.2% in the year to July 2024, to $611 a month. That figure is two years old.
North Carolina has no Surfside-style mandate: we found no state law requiring reserve studies or structural inspections. That usually means lower fees and less protection. Ask for the reserve study, the budget and the last year of board minutes on any NC condo or HOA.
Dues here swing widely because associations cover very different things. A condo fee may include the building's master insurance policy, the roof and exterior, reserves, water or trash. A single-family HOA might cover only a shared road and common areas, or, in a patio-home community, yard care and exterior upkeep too. In the mountains, an HOA that maintains and plows a private road carries that cost in its budget. Ask me for current dues on any community you're considering, and I'll send them with a list of what they cover.
The small new line items
Vehicle property tax. NC taxes your car every year at your local property tax rate, billed with your registration. A $30,000 car costs about $337 a year inside Asheville or $237 in unincorporated Buncombe (2026-27 rates, our math).
Bringing your car. If it's been titled in your name in another state for at least 90 days, the one-time highway use tax is capped at $250 (G.S. 105-187.6).
Groceries. Qualifying food pays a 2% local tax in NC. Florida generally charges none. Every $10,000 of groceries is $200. General sales tax is about the same: 7% in Buncombe, Haywood and Madison, 6.75% in Henderson and Transylvania, vs 6.5% to 7% in the Florida counties I work with most.
Electricity and heat. For 1,000 kWh a month, Duke Energy Progress's typical NC bill was $163.84 (Nov. 2025) against FPL's $136.64 (2026). Duke has a rate increase pending for 2027. But the usage flips: Asheville has about 3,841 heating degree days a year against 104 in Miami and 525 in Orlando (NOAA 1991-2020 normals). Your A/C bill shrinks and your heating bill appears. I don't have a sourced average winter heating bill, so ask the seller for 12 months of utility bills. More in Your First Mountain Winter.
Home prices
Redfin's May 2026 median sale prices put Buncombe at $500,000 and Henderson at $410,000, against Miami-Dade at $570,000, Palm Beach $540,000, Broward $470,000 and Pinellas $410,000. Both regions were flat to slightly down over the year. Verify current numbers with me, since I can pull this month's Canopy MLS data. The county-by-county list is in the main guide.

Worked example: filling in your own numbers
Here's a couple with $80,000 of income ($30,000 Social Security), two cars worth $30,000 each, buying a $550,000 house. Put your own Florida bills in the last column.

For couples paying Florida-level premiums and condo dues, those two lines usually decide it. Your first Buncombe tax bill will likely come in under the full-value number until the 2027 reappraisal.
The straight talk
- You'll pay income tax again. It's modest, but NC taxes IRA and pension income. "NC doesn't tax retirement income" leaves out most of it.
- Your property tax can jump at reappraisal. Revenue-neutral rates are advisory. Buncombe's June 2026 rate was about 10% above revenue-neutral.
- The insurance freeze ends June 1, 2027. Expect a new filing after that.
- Condo buyers lose Florida's reserve rules. That cuts both ways.
- Heating is a real cost you haven't budgeted for in years.
Questions people ask
Does North Carolina tax Social Security? No. NC deducts any Social Security included in your federal income. IRA, 401(k) and most pension income is taxed at 3.99% for 2026.
Will my Florida state pension be tax-free in North Carolina? Generally no. The Bailey exemption covers only certain NC, federal and military plans with 5 years of service by Aug. 12, 1989, and it excludes other states' pensions, including the Florida Retirement System. A CPA can confirm how your pension will be treated.
Why is the seller's property tax bill so low? In Buncombe, 2026 bills use 2021 values because of a state freeze, and its new reappraisal values take effect Jan. 1, 2027. The combined rate times your purchase price is a more realistic planning number.
Can we take our Save Our Homes savings with us? No. Portability works only for a new Florida homestead. If you ever move back, the window to use it closes around Jan. 1 of the third year after you leave, so ask a Florida property appraiser about your dates.
Do we need flood insurance if the house isn't in a flood zone? That's a decision for you and a licensed agent. Helene flooded plenty of homes outside mapped zones, and outside the high-risk zone NFIP premiums here have a median of roughly $650-$900 a year (2025-26).
